How to reproduce:
1. Open the user’s attached “UiTest.zip“ project
2. Open the “SampleScene“ Scene
3. Enter the Play mode
4. Make sure that “Simulate Touch Input From Mouse or Pen“ is checked in Window > Analysis > Input Debug > Options
5. In the Scene open the “Dropdown“ Dropdown and select the “Option B“ option
6. Move the Scrollbar down
Expected result: The Scrollbar is successfully selected and moves down
Actual result: The Scrollbar jumps down or up after selecting it and the scroll direction gets reversed
Reproducible with: 2021.1.28f1, 2021.3.11f1, 2022.1.19f1, 2022.2.0b12, 2023.1.0a16
Not reproducible with: 2020.3.41f1
