Frame Stats section is flickering on the WebGL build

Steps to reproduce:

1. Download attached project and open in Unity.
2. Switch platform to WebGL.
3. Enable Development build.
4. Build and Run project.
5. Enable Rendering Debugger overlay (ctrl+delete)
6. Observe flickering statistics

Actual results: Frame Stats section is flickering.

Expected results: Frame Stats section should not flicker.

Reproducible with versions: 

6000.2.14f1, 6000.5.0a3

Tested on (OS): 

MacBook Pro (16-inch, 2021), CPU: Apple M1 Max, Memory: 64 GB, macOS Tahoe: 26.1
