Item is not placed at the edge when editing the Main Toolbar and dragging the item past the Toolbar's left side limit

Steps to reproduce:

1. Create a new Project
2. Expand the menu for the Main Toolbar
3. Select the Edit Mode option
4. Drag the Play Mode Controls item past the right side limit
5. Observe that the item is placed at the right side edge
6. Drag the Play Mode Controls item past the left side limit
7. Observe where the item will be placed

Actual results: Item is inserted between other existing items at the left side of the Toolbar

Expected results: Items is placed at the edge of the Toolbar's left side, matching the behaviour of the right side placement

Reproducible with versions: 6000.3.0a5

Can’t test with versions: 6000.0.56f1, 6000.1.16f1, 6000.2.1f1, 6000.3.0a4 (Edit mode for the Main Toolbar was not available)

Tested on (OS): macOS 15.6, Ubuntu 24
