Reproduction steps:

Open the attached project(“ReordableListBug.zip“)
Select asset Assets/Test
Collapse and expand the ReordableList element
Observe flickering

Reproducible with: 2022.2.0b4, 2023.1.0a4
Couldn't test with: 2020.3.37f1, 2021.3.8f1, 2022.1.13f1 - URP 13.1.1 not available which contains the ReordableList that causes the flickering.

Reproducible on: Windows 11
