Additional input modal is sometimes displayed at a random location when Installing Packages by name or git URL

Steps to reproduce:

Open or create any Project
Navigate to Window > Package Manager
Click on the + button in the top left
Choose either "Install package by name..." or "Install package from git URL" multiple times in a row

Actual results: Modal for additional input is opened nowhere near the Package Manager Window

Expected results: Modal for additional input is opened below the + button at all times

Reproducible with versions: 6000.0.10f1, 6000.0.15f1

Not reproducible with versions: 2021.3.41f1, 2022.3.41f1, 6000.0.9f1
