Empty space at the end of the Animator Parameters section when scrolling down

Steps to reproduce:
1. Create a project
2. Create Animator controller Asset (Create > Animation > Animator Controller)
3. Double-click on the newly created Asset to open Animator
4. Select Parameters section
5. Add enough Parameters for the scroll to appear
6. Scroll down to the end of the list and observe

Actual results: Empty space at the end of the Parameters list
Expected results: No empty space at the end of the Parameters list

Reproducible with versions: 2021.3.56f1, 2022.3.66f1, 6000.0.57f1, 6000.2.4f1, 6000.3.0b1

Tested on (OS): macOS Sequoia 15.4 (M4), Windows 11

Note: Issue is not reproducible in Layers section
