Keyboard inputs are not excluded when using WithControlsExcluding

How to reproduce:
1. Open the attached “IN-94799” project
2. Ensure a controller is connected
3. Select the “Demo” GameObject in the Hierarchy window
4. In the Inspector window make sure the “Run First Test” option is enabled
5. Enter Play mode
6. Press the south button on the controller(X on a Playstation controller, A on an Xbox controller)
7. Observe the Console window
8. Press the “Space bar” key on the keyboard
9. Observe the Console window

Expected result: Both times nothing gets printed out in the Console window
Actual result: The first time nothing gets printed out and the second time when space is pressed the Console prints out “OnPotentialMatch”, “OnApplyBinding” and “On Complete”
