Unable to undo or redo color swatch changes when creating or deleting color swatches

Steps to reproduce:

1. Create a new Unity project
2. Create a new Particle System (GameObject > Effects > Particle system)
3. Select the Particle System in the Hierarchy window
4. Click on the Start Color property color picker in the Inspector window
5. Select any color in the Color window
6. Create a new swatch or delete an existing swatch
7. Undo changes
8. Observe the Color window

Actual results: The color selection is undone

Expected results: New swatch creation or deletion is undone

Reproducible with versions: 2021.3.50f1, 2022.3.60f1, 6000.0.44f1, 6000.1.0b12, 6000.2.0a7
