“ArgumentOutOfRangeException: Index was out of range. Must be non-negative and less than the size of the collection” errors are thrown after opening Tile Palette Brush Pick Overlay

Reproduction steps:
1. Create a new Universal 2D template project
2. Window > 2D > Tile Palette
3. Press “Tile Palette Brush Pick Overlay toggle” button
4. Observe the Console

Actual result: “ArgumentOutOfRangeException: Index was out of range. Must be non-negative and less than the size of the collection” errors are thrown
Expected result: No errors or warnings are thrown
