Missing tooltip on inactive "Change" button in Sound, Animation and Material Generator windows

Steps to reproduce:

1. Create a new project and install the "AI Generators" package
2. In the Project window, right-click -> Create -> Audio -> Generate Audio Clip
3. Observe "Change" button and hover move on it

Actual results: "Change" button is inactive, missing tooltip, which would be useful for users like "no additional model currently available"

Expected results: "Change" button has a tooltip, informing user why it is currently inactive

Reproducible with versions:  AI Generators 1.0.0-pre.6 (6000.2.0a10)

Tested on (OS): Windows 11
