Cannot create a new transition between states in the Animator when a transition was removed in the Inspector window

Steps to reproduce:

1. Create a new Unity project using the Universal 3D template
2. Create a new "Cube" GameObject (GameObject > 3d Object > Cube)
3. Open the Animation window (Window > Animation > Animation)
4. Create a new animation by pressing the "Create" button in the Animation window
5. Open the Animator window (Window > Animation > Animator)
6. Create a new State (Right click > Create State > Empty)
7. Create a transition between "New Animation" and "New State"
8. Select the "New Animation" state
9. Remove the transition by pressing the "-" button in the Inspector window
10. Right click the "New Animation" state and select "Make Transition"
11. Observe the Animator window

Actual results: Nothing happens and transition is not being created

Expected results: Can create the transition

Reproducible with versions: 6000.0.56f1, 6000.1.16f1, 6000.2.1f1, 6000.3.0a5

Tested on (OS): macOS Silicon Sequoia 15.5
