Sprites are flickering in scene when added into 2D URP project

How to reproduce:
1. Create a new 2D (URP) project
2. Import ball.png
3. Drag and drop ball.png into scene
4. Move the new sprite around

Expected result: Sprite is moving smoothly in scene
Actual result: Sprite is flickering when moving the mouse around

Reproducible with: 2022.2.4f1, 2022.2.6f1, 2023.1.0b3
Not reproducible with: 2020.3.45f1, 2021.3.18f1, 2022.2.3f1
