Material Upgrade pop-up appears on opening 2D(URP)

Unable to reproduce in 2022.2.9f1 and 2023.10b6. Possibly already fixed when templates where updated to 2.1.1 and 3.0.1 respectively.

Steps to reproduce:
1. Open Unity Hub
2. Create a 2D(URP) project
3. Notice the pop-up

Actual result: pop-up appears Expected result: no pop-up

Reproduced on: 2022.2.0a13, 2022.2.0b2, 2023.1.0a4
Not reproduce on: 2022.2.0a12
