Blackboard in Visual Effect Graph Resizes After Exiting Full-Screen Mode

Steps to reproduce:

1. Create a new HDRP Project
2. Ensure the Unity Editor is in full-screen mode
3. Go to Window > Visual Effects > Visual Effect Graph
4. Exit full-screen mode
5. Observe the blackboard in the Visual Effect Graph

Actual results: The blackboard is resized after exiting full-screen mode

Expected results: The blackboard should retain its size after exiting full-screen mode

Reproducible with versions: 6000.0.48f1, 6000.1.0f1, 6000.2.0a9
