Keyboard navigation not working well with screen readers on mobile platforms

Steps to reproduce:

1. Download the accessibility sample project
2. Build and run it on an Android or iOS device
3. Connect a keyboard to the mobile device
4. Turn the screen reader on
5. Navigate the application with the keyboard

Actual results: On Android, navigation works if using the Alt modifier key, but the input is not always triggered. On iOS, keyboard navigation does not reach all accessible elements.

Expected results: Keyboard navigation can focus and interact with all accessible elements in a consistent and predictable manner.

Reproducible with versions: Unity 6.0 – latest
