Steps to reproduce:
1. Open the attached user's project "TimeZone test project.zip"
2. Switch to Android Platform, Development build and Autoconnect Profiler enabled
3. Make sure UTC -5 (Peru) is set on the Android Device time zone settings
4. Build for Android
5. Observe UTC offset returned by the application in the Console Window
Expected results: "UTC offset: -05:00:00" is returned and printed
Actual result: "UTC offset: 00:00:00" is returned and printed
Reproducible on: 2022.3.22f1, 2023.2.14f1, 6000.0.0b13
Not reproducible on: 2021.3.36f1
Could not test below 2022.2.0f1 and locate the FAV due to various gradle/ADB errors after downgrading
