Top and bottom margins in the “Vulkan Device Filter” Inspector window do not match the updated U6.5 help box design specifications

Steps to reproduce:

1. Create a project
2. Go to "Assets" -> "Create" ->"Rendering" -> "Device Filters" ->"Vulcan Device Filter" 
3. Select the asset to view it in the Inspector
4. Expand the "Preferred Graphics Jobs Filters" section
5. Observe the displayed help box 

Actual results: Top and bottom paddings are too big

Expected results: Padding values should be adjusted to the new design

Not reproducible with versions: 6000.3.8f1, 6000.4.0b8, 6000.5.0a6
