The selection changes when the parent item is toggled if a child item is selected in TreeView

How to reproduce:
1. Open the attached project "TreeView_Expand_SelectionChanged.zip"
2. Open BugReport>TreeView
3. Expand the toggle for item A in the TreeViewWindow
4. Click on item B to select it
5. Click on the toggle for item A to collapse it
6. Click on the toggle for item A to expand it

Expected results: The selected item changes only when you click on an item
Actual results: The selected item changes when you toggle the parent item

Reproducible with: 2022.3.28f1, 2022.3.35f1, 6000.0.9f1
Not reproducible with: 2022.3.27f1
Could not test with: 2021.3.40f1 (compilation errors in the Console window)
