Packman: Filters tooltip in "My Assets" section needs better representation of the selected filters

Steps to reproduce:

1. Open or create a project
2. Go to "Window" ->"Package Manager"
3. Go to the "My Assets" section
4. If you don't have any assets please download some
5. Open the "Filters" section and select one filter in the "Status" section and all the filters in the "Categories" section
6. Hover on the "Filters" section to review its tooltip

Expected result: Filters tooltip should display some generic message about the selected filters or all the selected filters.

Actual result:  Filters tootip displays only few filters but not all, which are selected. Users receive inaccurate information. Added screenshot in the "Attachments" section.

Reproducible with: 2023.2.0a23.

Not reproducible with: 2021.3.28f1, 2022.3.4f1 and 2023.1.4f1 as in these streams filters section titles are displayed not filters from the section.
