Create New Clip option available without function in the Animation Window

Steps to reproduce:

1. Open any Project
2. Create and Open an Animation Clip in the Project Browser (Right Click > Animation > Animation Clip)
3. In the Animation Window observe and click on the Dropdown Menu labeled whatever you named your Animation Clip (default New Animation)
4. Close the Dropdown Menu and Open it again

Actual results: Dropdown Menu is enabled, can be clicked on, an option to "Create New Clip" is available to be clicked on that does nothing. Opening the Dropdown Menu a second time displays a separation line that does not separate any other Options in the Dropdown Menu

Expected results: Dropdown Menu is not available to be clicked on or the Dropdown Option functions, the Separation Line is not displayed when opening the Dropdown Menu a second time

Not reproducible with versions: 6000.0.68f1, 6000.3.9f1, 6000.4.0b9, 6000.5.0a6
