Tool Tips are constantly redrawn when dragging Controls in the Customizable Toolbar

Steps to reproduce:

1. Open any Project
2. While holding Ctrl click and hold any Control in the Customizable Toolbar
3. After a Tool Tip appears, while still holding drag it along the Toolbar

Actual results: When clicking and then holding any Control in the Customizable Toolbar and waiting for 0.4s a Tool Tip appears, if the Control is then dragged along the Toolbar the Tool Tip is constantly repainted and a flickering effect is visible

Expected results: Tool Tip is not shown after users begin to drag the Control after the Tool Tip first appears

Reproducible with versions: 6000.3.4f1, 6000.4.0b5, 6000.5.0a5

Can’t test with versions: 6000.0.66f1 (No Customizable Toolbar feature)
