Collapsing the UI Builder Viewport doesn't collapse all Visual Elements consistently when the Viewport has Buttons and a Panel Visual Elements

We allow users to resize the viewport as they wish to enable previewing UI in different environments. With complex UI, it is a good way to test if the UI is going to shrink past a certain point. The Canvas can always be resized with the resize handles or through the Canvas Size in the inspector, when the document is selected.

How to reproduce:
1. Open the attached project "UIToolkitET"
2. Open the "NewUXMLTemplate" Asset in the UI Builder
3. Narrow down the Viewport from below or from the side
4. Observe the results

Expected results: The Viewport can't be narrowed down to the point it has no working space because the Panel and Buttons are not being collapsed anyway
Actual results: The Viewport can be collapsed so no working area is visible and depending on the side you are minimizing the Viewport different Visual Elements are collapsing or not

Reproducible with: 2021.3.40f1, 2022.3.39f1, 6000.0.13f1

Reproducible on: macOS 14.5 Sonoma (M1)
Not reproducible on: No other environment tested

Note: In 2021.3 and 2022.3 streams Viewport is not collapsing to the point when there is no workspace but still not by the size of UI Elements
