New Input System registers mouse down events when clicking or dragging the title bar of the windowed Player window with locked cursor on macOS

Reproduction steps:
1. Open the attached "PROJECTFILE" project
2. Build And Run the project (File > Build And Run)
3. Press the “Spacebar” keyboard key in the Player to toggle the custom cursor and lock mode
4. Press the “command” and “tab” keys at the same time to tab out of the Player
5. Move the Player window by dragging the title bar of the Player window
6. Observe the Player

Expected result: Cube in the Player does not move
Actual result: Cube in the Player starts moving
