Packman: "All"button is displayed as active in the "Import" window even there are no other items, which could be selected

Enable/Disable 'All' and 'None' buttons in package Import/Export window base on the checked files.
Closing as Won't fix due to 2023.2 reaching it's EOL.
Steps to reproduce:
Open or create a project
Go to "Window" ->"Package Manager"
Go to the "My Assets" section
If you don't have any assets please download them (for example "Food pack - 3D Microgames Add-Ons")
Click on a "+" on the import button
Check that all assets would be checked and click "Import"
Verify, that assets were imported
Go back to the "Package Manager" and find the same asset package
Select the "Remove asset from project" option, which is displayed under the "In Project" button
In the "Remove" window uncheck all the assets and select just "banana" and click the "Remove" button
Go back to the "Package Manager" and find the "Re-import" option under the "In Project" button
Check that only the "banana" item is checked in the "Import Unity Package" window
Check the "All" button, which is displayed as active above all the assets
Click it and observe what it does.
Expected result: "All" button in this case should be displayed as disabled as there are no other items, which could be selected for the import.
Actual result: "All" button is displayed as active. Nothing happens if the user clicks on it. A screenshot and video are added in the Attachments section.
Reproducible with: 2023.2.0a23, 2023.1.4f1.
Not reproducible with: 2022.3.4f1, 2021.3.28f1 as "Remove" functionality doesn't exist in these streams.
