Reordering Keyword Declaration Overrides does not trigger the unsaved changes state in Shader Build Settings

*{}Steps to reproduce:*

1. Create and open a new project
2. Open Edit -> Project Settings -> Graphics
3. Add two Keyword Declaration Overrides and click "Apply"
4. Drag and reorder the two Keyword Declaration Overrides in the list
5. Observe the "Apply" and "Revert" buttons
6. Close the Project Settings window

Actual results: "Apply" and "Revert" buttons remain disabled, the "Unapplied Changes" dialog does not appear on window close and the new order is silently lost

Expected results: "Apply" and "Revert" buttons become enabled, the new order is treated as an unsaved change and the "Unapplied Changes" dialog appears on window close

Reproducible with versions: 6000.3.0a6, 6000.3.16f1, 6000.4.8f1, 6000.5.0b10, 6000.6.0a5

Could not test on versions: 6000.0.75f1 (No Keyword Declaration Overrides)

Tested on (OS): Windows 11 Pro (25H2)
