Locked project browser lose their state in "One Column" mode when another window is maximized and unmaximized

How to reproduce:

1. Create and open a new project
2. Open two or more Project windows
3. Set all of them to “One Column Layout“
4. Create a non-trivial folder structure in your project
5. Navigate to different sub-folders in each window instance
6. Lock each Project window
7. Maximize and unmaximize any window
8. Observe each Project tab

Actual result: All Project tabs are in the same state (scroll + expanded/collapsed folders)
Expected result: All Project windows retain their state from before the maximize/minimize operation

Reproducible in: 2023.1.0a1, 6000.0.64f1, 6000.3.1f1, 6000.4.0b1, 6000.5.0a3

Reproduced on: Windows 11 Pro (25H2)
Not reproduced on: No other environment tested
