The title and menu bar are white when Editor Theme is set to Dark

This has been the intended design for years. Closing as by design.

How to reproduce:
1. Create an empty project
2. Click Edit → Preferences → General → Editor Theme → Dark
3. Observe the title bar at the top

Expected result: The bar is dark
Actual result: The bar is white
