Scale cannot be changed of Prefabs in Context with the "Scale" Transform Tool or by Transform Component

How to reproduce:
1. Open up the attached project
2. Click the arrow to the right of the Prefabs name in Hierarchy to enter the Prefab Context View
3. Try and select the "Scale" Transform tool in the Scene View or change values of Transform in the Inspector to manipulate the Prefab

Expected result: "Scale" Transform tool is enabled and Scale can be changed in the Inspector in the Transform Component
Actual result: Prefabs Scale cannot be manipulated
