Crash on SIGSEGV when creating 3D HDRP Template

2023.3.X

After upgrading drivers and Vulkan on our testing devices, we no longer reproduce the issue. If you are having this issue, we recommend updating the graphics drivers and Vulcan on your device.

Reproduction steps:

Create a new 3D (HDRP) Template project

Expected result: The project launches

Actual result: The project crashes

Reproducible platforms: Ubuntu 22

Reproducible on versions: 2023.3.0a17, 2023.2.3f1, 2023.1.20f1
