ScrollView.ScrollTo method does not work when trying to scroll to an item that has been added in the same frame

Reproduction steps:
1. Open the attached "IN-97613" project
2. In the Toolbar select Window → “Repro”
3. In the “Repro” window click “Add Items” twice
4. Observe the scroll bar in the “Repro” window

Expected result: The scroll bar is at the bottom of the window
Actual result: The scroll bar is not at the bottom

Reproducible with: 2022.1.0a1, 2022.3.60f1, 6000.0.45f1(d91bd3d4e081), 6000.1.0b13, 6000.2.0a8
