Labels and icons are missing when using macOS 13.0 Ventura

Reproduction steps:

1. Create a new Unity project
2. Open Window → Package Manager
3. Inspect the Package Manager window

Expected result: All labels and icons are not missing
Actual result: Some of the labels are missing in the Package Manager window

Reproducible with: 2020.3.41f1, 2021.3.13f1, 2022.1.22f1, 2022.2.0b15, 2023.1.0a18

Reproducible on: macOS 13.0 (Intel)

Notes:

• Every time when reproducing a different label will be missing from the Package Manager
• This may be reproducible in other areas where UI Toolkit is used
