The error "The package [com.unity.render-pipelines.universal@] cannot be found" occurs when creating a new project with the Universal 3D (URP) template

How to reproduce:
1. Create a new project using Universal 3D (URP) template
2. Observe the result

Expected result: The warning window does not appear and the console does not show the error
Actual result: The warning window appears and an error is shown in the console

Reproducible with: 2021.3.25f1, 2022.1.0a5, 2022.2.0a15
Not reproducible with: 2021.3.56f1, 2022.3.66f1, 6000.0.58f1, 6000.2.5f1, 6000.3.0b2
Fixed in: 2021.3.26f1, 2022.2.0a16

Reproducible on: macOS 15.3.2 (24D81) (M1 Max)
Not reproducible on: No other environments tested

Workaround: Window → Package manager → Remove the existing Universal RP package that has the error → Install a new Universal RP Package from the Unity Registry

Note: Selecting “Continue“ in the warning window resolves the error
