SVG file icons do not use the default asset icon when Vector Graphics package is not installed

Whenever we encounter an Asset type that is not handled by Unity we use the same icon as the OS does. Users expect this for e.g .pdf files etc. The icon showed in this bug is the the icon for the app Windows has associated to open .svg files; which is the Edge browser. If you double click that asset it will open the Edge browser which is why we show the OS icon.

How to reproduce:
1. Open the attached “IN-101236” project
2. In the title bar, navigate to Window > Package Management > Package Manager
3. Make sure the Vector Graphics package is not installed
4. Observe the Project tab

Expected result: SVG files use the default asset icon
Actual result: SVG files use an unrelated icon

Reproducible with: 2022.1.0a1, 2022.3.62f1, 6000.0.49f1, 6000.1.3f1, 6000.2.0b1

Reproducible on: Windows 11, macOS 15.3
Not reproducible on: No other environments tested
