Build fails with the error “libarclite_iphoneos.a” file is not found when using Pods and building for iOS devices if using Xcode 14.3

How to reproduce:
1. Build And Run the user’s attached “IN-52789_DIVClient.zip” project
2. Observe the result

Expected result: Build succeeded
Actual result: Build fails with an error that the “libarclite_iphoneos.a” file is not found

Reproducible with: 2021.3.30f1, 2022.3.9f1, 2023.1.13f1, 2023.2.0b9, 2023.3.0a5

Reproduced on: macOS 13.4.1 (Intel)

Note: reproduced with Xcode 14.3 (user’s info), 14.3.1, not reproducible with Xcode 14.2 (user’s info)

Workaround: In the Xcode’s Project Navigator, select “Pods,” then in the Targets, select “Protobuf” and change “Minimum Deployments” iOS from 8.0 to 11
