Setting the radius of a Circle Collider that has composite operation enabled does not work when the offset is changed

How to reproduce:
1. Open the attached project "composite-collider-scale.zip"
2. Select the "Circle" in the Hierarchy window
3. Enter Play Mode

Expected results: In the Scene view the "Circle" radius is 1 unit
Actual results: In the Scene view the "Circle" radius is 5 units

Reproducible with: 2023.1.0a24, 2023.2.7f1, 2023.3.0b4
Not reproducible with: 2021.3.35f1, 2022.3.17f1, 2023.1.0a23
