Thank you for brining this issue to our attention. However, the issue will not be resolved on the 23.1 version of the Editor since it is no longer supported.
Due to limited bandwidth, will not be back-porting this fix to 2021.3 unless explicitly requested.
How to reproduce:
1. Create a new project
2. Press and hold the right mouse button and “Shift” key
3. Scroll the mouse
4. Observe the Scene view
Expected result: The Screen view camera movement speed changes
Actual result: The Screen view camera movement speed does not change
