Input.GetMouseButton(1) is not updated when releasing LMB and RMB outside of the Game view

Reproduction steps:

1. Open the attached “Input GetMouseButton_1 Issue” project
2. Open the “SampleScene” scene
3. Enter the Play Mode
4. While the mouse cursor over the Game view press and hold LMB and RMB
5. While holding LMB and RMB move the mouse outside of the Game view
6. Release LMB and RMB
7. Observe the Game view

Expected result: MouseButton1 is set to false
Actual result: MouseButton1 is set to true

Reproducible with: 2020.3.42f1, 2021.3.15f1, 2022.1.24f1, 2022.2.1f1, 2023.1.0a22

Reproduced on: Windows 10

Note: Although in 2023.1 MouseButton0, sometimes after repro steps, becomes true, the behavior is intermittent, with no consistent repro. Is not reproducible in the new input system.
