Reproduction steps:
1. Make sure two displays are available for testing and one of them supports 4k resolution
2. Arrange the displays so that the 4k display is to the right of the other display
3. Make sure the display on the left is set as the main display
4. Create and open any new project
5. Move the Editor to the display on the right (the 4k one)
6. Click and drag the Scene view Window around
7. Observe the behavior on both displays
Expected result: The Scene view Window is smoothly dragged relative to the mouse cursor
Actual result: The Scene view Window starts glitching and randomly appears on the main display and is not relative to the mouse cursor
Reproducible with: 2022.3.59f1, 6000.0.41f1, 6000.1.0b9, 6000.2.0a6
Reproducible on: Windows 11
Not reproducible on: no other environment tested
Notes:
- When dropping the Window to the desired place, it is placed correctly where the mouse cursor is released (except when releasing on some parts of the left display)
- Issue reproduces with all Editor Windows (Hierarchy, Inspector and etc.)
- Testing was done with 3840x2400 (250% Scale) and 2560x1440 (100% Scale) displays. Changing resolutions did not make any difference, but changing the 3840x2400 display to have a Scale of 100% makes the issue not reproduce anymore
- Could not reproduce when the 4k display is set as the main display
