DrawRenderer does not account for Culling Mask of the Camera component

How to reproduce:

1. Open the attached project
2. Open TestScene
3. Enter Play Mode
4. Select Main Camera
5. Unselect 'offscreenvfx' layer

Expected result: VFX is not rendered when 'offscreenVFX' layer is disabled

Actual result: VFX is rendered even though 'offscreenVFX' layer is disabled

 

Note: VFX flickers when 'offscreenVFX' layer is disabled
