Install List Project Counter Panel can be right clicked through and Install Context Menu can be opened disabling Project Counter Panel's buttons

Steps to reproduce:

1. Open Hub
2. Go to the Install panel
3. Hover over the "X project" Project Counter to the right of any Version Install
4. Right click anywhere in the brought up panel, but above any Install item in the list
5. Click "View projects" while the Context Menu of an Install is open

Actual results: Projects panel can be right-clicked through to open an Install context menu, Buttons in the brought up Projects panel do not work when the Install context menu is open

Expected results: The Projects panel that appears when hovering over the Projects counter of an Installation cannot be right clicked through, Context Menu does not negate the panel's button functionality

Reproducible with versions: 3.16.0
