Loading Icon doesn't replace the Search Preferences Navigational button in the Search Window

Steps to reproduce:

1. Create a "Universal 3D Sample" Project
2. Navigate to Window > Search > New Window
3. Observe the Preferences button in the bottom right of the Search Window
4. Search for "scene"
5. Observe and Click on the loading icon in the bottom right of the Search Window

Actual results: The Loading Icon is initialized next to the Preferences button, clicking it does nothing

Expected results: Loading icon should appear in place of the Preferences button and should open the Search Preferences Window

Reproducible with versions: 2023.1.0a15, 2023.1.20f1, 2023.2.20f1, 6000.0.4f1

Not reproducible with versions: 2022.3.29f1 (Loading icon replaces the Preferences button) , 2023.1.0a14 (No loading icon at all)

Can’t test with versions: 2021.3.39f1 (No loading icon)

Tested on (OS): Windows 11, macOS Sonoma M1
