How to reproduce:
1. Open the user-attached project “Changing base Controller of Animator Controller Override asset is not undoable”
2. On the Project Window, in Assets → Animation select ANIM_CTRL_OVRD_Fighter_Enemy_Skull Animator Controller
3. Change its Controller to ANIM_CTRL_Fighter_Hero
4. Undo the action
5. Observe the Controller on ANIM_CTRL_OVRD_Fighter_Enemy_Skull
Expected result: The Controller is set to ANIM_CTRL_Fighter_Enemy
Actual result: The Controller is set to ANIM_CTRL_Fighter_Hero
