Reproduction steps:
1. Create a new "3D Sample Scene (HDRP)" project
2. Enable Probe Volumes, add Probe Volume to the Scene, and bake the lighting by following these steps (they are specific to your used HDRP package version): https://docs.unity3d.com/Packages/com.unity.render-pipelines.high-definition@14.0/manual/probevolumes-use.html
3. Observe the process in the "Background Tasks" window in the lower right part of the Unity Editor
Expected result: There’s visible progress in the baking process loading bar and the ETA is visible
Actual result: The baking process freezes at 0% in the status "Baking..." and there’s no ETA visible

Note:
- I kept the baking session running for around 15 minutes for each Editor version
- Windows Task Manager shows almost no load on GPU (around 0.5%) while the baking process is stuck at 0% on the status “Baking…“
- My PC specifications are: Intel(R) Core(TM) i9-10885H CPU @ 2.40GHz, 64 GB RAM, NVIDIA GeForce GTX 1650 Ti
