This is GNOME behavior. It's not something we control. Other apps exhibit the same behavior.

Steps to reproduce:

Open any Project
Resize the Console Window so that its top border is close to the Editor Windows bottom edge
In the Console Window click on the Kebab menu in the top right of the Window (three dots)
Observe the Dropdown Menu

Actual results: When a Window is close to the edge Dropdown Menu has multiple entries at the top and is scrollable down, when scrolled down it can no longer be scrolled up

Expected results: The Dropdown Menu has no empty entries and is not scrollable

Reproducible with versions: 6000.0.22f1

Not reproducible with versions: 2021.3.44f1, 2022.3.50f1

Tested on (OS): Ubuntu 24.04
