Line Brush paints wherever until the initial click is released

Steps to reproduce:

1. Create and open a new 2D project
2. Import any Tilemap set from the asset store
3. Select any Tilemap Prefab in the Project
4. Open the Tile Palette window
5. Create a Tilemap GameObject in the Hierarchy
6. Change to Line Brush
7. Sample any non-empty tile
8. Press on the "Brush" tool
9. Click anywhere on the grid in the Scene view and drag
10. Observe the Scene view

Actual results: Tiles are drawn before the initial click is released

Expected results: No tiles are drawn in the Scene view before the Line tool is activated

Reproducible with versions: 2023.1.0a1, 6000.0.72f, 6000.3.13f1, 6000.4.3f1, 6000.5.0b4, 6000.6.0a2

Tested on (OS): Windows 11 Pro (25H2)

Notes:

• For the reproduction, https://assetstore.unity.com/packages/2d/environments/pixel-art-top-down-basic-cainos-187605 was used for the Tilemap set
• The reproduction is inconsistent. If this doesn't reproduce, try again by sampling another tile, and continuing from step 8
