2022.1 has reached end of life so the issue will be fixed in a newer version.
How to reproduce:
1. Download the attached project 'BoneRotationTest.zip'
2. Open 'SampleScene' Scene
3. Enter Play mode
4. In Hierarchy select 'unitychan' GameObject, and in Inspector change 'Test Bone' value of 'BoneRotationRester' script to Hips/Left lower leg
Expected result: The selected body part does not rotate
Actual result: The selected body part rotates
