"More options" control in the top right of Editor windows is not accessible when navigating using only a keyboard

How to reproduce:
1. Create and open a new project (any template)
2. Attempt to access “More Options” (3 vertical dots) of any Editor window using only a keyboard
3. Observe the result

Expected result: “More Options” is accessible
Actual result: “More Options” is inaccessible
