This is by design, as Screen Space is not designed to work with proxy lighting
Steps to reproduce:
1) Download attached project and open in Unity
2) Open ProxyLighting scene
3) Select the ProxyLightingPipeline_Renderer.asset in the Project Window
4) In the Inspector, change Decal's rendering Technique from DBuffer to ScreenSpace
5) Observe the Game View
Note: Decals will not be rendered using ScreenSpace Technique
