It was already fixed by the Players Services Dev Team.
Cancelling this 2023.2 tech release issue since the support for this release has come to end of life. Cancelling this 2023.2 port case does not affect any LTS or Unity 6 Beta/Preview that remain open.
Steps to reproduce:
Open any Unity project
Open package manager (Window>Package Manager)
Click on the Services tab
Select Deployment
Click Install
Click the Configure button once it is installed
Expected result: the Configure button is disabled if not needed or a proper settings window is opened
Actual result: a blank window is displayed
Reproducible with: 2023.2.0a4, 2023.2.0a23
Note: this feature had not been previously available thus is not treated as a regression
