Opening the Look Dev hangs the Editor when the window is opened for the first time in the project or after deleting the Library folder

How to reproduce:
1. Create a new HDRP project
2. Go to Window -> Rendering -> Look Dev
3. Observe the Editor

Expected results: The Editor doesn't hang
Actual results: The Editor hangs

Reproducible with: 6000.0.46f1, 6000.1.0b14, 6000.2.0a8

Reproducible on: macOS Sequoia 15.3 (M1)
Not reproducible on: No other environment tested

Notes:

• Doesn't reproduce after restarting the project, but reproduces after deleting the Library folder
